Business plan elements
The elements of your business plan will vary depending on:
- what phase your business is in (starting, running, selling)
- the industry your business is in
- how you choose to use the plan (e.g. for internal development purposes).
Every business plan will be different, but they will generally include similar elements. The sections of our business plan template are listed below—use these as a guide when completing it or as a reference when creating your own.
At the start of your business plan, include the following business details:
- business name
- date registered
- Australian Business Number (ABN)
- Australian Company Number (ACN) – if applicable
- tax file number (TFN)
- business address
- contact details
- website details
- social media details.

This section provides an overview of the business concept. It should be attention-grabbing and succinct—the content will be covered in more detail in future sections.
While this is the first section of the plan, it can often help to write it last after the other sections have been finalised.
This helps to ensure that the executive summary covers all the key information within the plan.
It should define:
- what your business vision is
- what your legal structure is
- what products and services you offer
- who your customers are
- what sets you apart from your competitors
- how you will create a market for your products and services
- how you will operate
- what your financial projections are
- how your business or industry will evolve
- who owns or manages your business
- what your short-term and long-term goals are.

In this section, you should highlight your business products and services and describe what makes them unique, such as their:

In this section, you will also complete a SWOT analysis (strengths, weaknesses, opportunities, threats).

A business plan should include a high-level summary of your market research and analysis.
Starting with your current situation, complete your marketing objectives and analysis around your target market and your competitiveness.
Complete your customer and competitor profiles and develop a 1-page brand strategy .
These will help you prepare your marketing plan in section 3 of the template.
Your plan will include marketing tactics and an action plan. You will identify how you will set KPIs and report on your marketing effectiveness.

Your business plan will detail your business's organisational structure (proposed or actual)—this is often shown as a diagram representing the business hierarchy, different roles within the business and how they relate to one another.
You should also consider succession planning, even if you haven't thought about how you would sell or pass on the business.

You can assess the financial performance of your business using financial ratios .
- 10.1 Review and update business goals
- 10.2 Make a schedule to review your actions
The final section of the business plan should include a set of actions to take before you review your business plan next, and check your progress. This should be over a 6–12 month period, based on the business goals outlined in your plan.
Set a regular review date for the actions and the business plan. Assess which actions have been completed, which remain outstanding and which require updating to help your business plan remain relevant.

While not essential, the following can supplement your business plan.
Business vision statement and business values
A comprehensive business vision statement defines what your business does and why it is important.
This could be added in more detail in your business plan and referred to in your executive summary. Find out how to create a business vision .
Business values are the principles, beliefs, and standards of behaviour that guide your business. Including this in your plan will better reflect your goals for the business.
Customer journey strategy
This section could include details of your business's key customer service strategies.
Consider mapping out the intended customer journey—the intended path customers will follow when interacting with your business.
Start with a short business plan
A 1-page business plan can be a good place to start your business planning.
It can cover only high-level information about your business value proposition (i.e. why a customer would want to buy your products and services) and business model.
A one-page plan can include details about:
- your business vision and values
- projected income and expenses
- identified business risks
- the customer segments you intend to target
- the value proposition of your business
- channels that could be used to reach your target customers (e.g. direct or online marketing)
- your customer service plan
- how you will receive payment for products and services
- the activities needed to achieve your outcomes
- the resources you will need
- details of any partners you will use to provide goods and services
- the cost structure for your products and services (based on all items as listed in the plan).
You can search online for tools that can help you create this plan—for example, a value proposition canvas or business model canvas .
Once you are satisfied with this short business plan, you can use it as the basis for your full business plan.
Communicating your business plan
Communicating your business plan to your staff and stakeholders is essential for implementing it and achieving your business goals, even when starting out with a small team.
Some practical tips for communicating the plan include:
- being mindful of your audience—different communication styles will suit different audiences (e.g. you may be able to communicate more informally with your staff than with your stakeholders, board members or investors)
- choosing an appropriate format, time and place—you could hold a staff meeting, schedule a business plan review session and invite all staff and stakeholders to attend, or create an online presentation
- using clear, concise and simple language
- making time to get feedback from your staff and stakeholders.

Review and update your business plan
You will need to regularly review your business plan to ensure that it is relevant, achievable and up to date with any changes in your business.
Consider reviewing your business plan:
- at regular intervals (e.g. quarterly or annually)
- after a business SWOT analysis has been completed
- when raising capital (e.g. approaching the bank for a loan or pitching to an investor)
- before implementing growth strategies or new products
- when new staff members are added to the team
- when implementing a new organisational structure
- before changes in the industry or to legislation
- when preparing to sell the business .
To help you review your own plan, ask yourself the following questions:
- What will the review schedule be?
- Is the plan up to date?
- Have the business goals changed?
- Is the plan still matched to the business goals?
- Are market trends changing?
- Have there been major political, environmental, social or technological changes that affect your business?
- Have there been significant changes in your finances or need for capital?
- Is the plan still 'fit for purpose'?

When you are starting out, your business plan can help you to secure financing and investment. But your business plan does more than tell others what your plans are. A good business plan can help you test the feasibility of your new business idea, set operational and financial objectives, and make sure your business is manageable and effective.
You will need to revisit your business plan regularly as your business evolves and the business environment changes. These changes could include increased competition, advances in technology or the expectations of your customers.
What to include in your business plan
A clearly written business plan should include:
- the vision and direction of your business – where are you now and where do you want to be?
- a SWOT (strengths, weaknesses, opportunities, threats) analysis – a good business plan won't only identify ways to make your business idea work, it can also help you identify reasons why your idea might not work so you can address them before you invest time and money
- a force field analysis – for each issue identified in your SWOT analysis, identify the positives and negatives of each issue and the actions you will take to address the issue

Whether you're planning to start a business or have been running it for years, business planning is the key to your success. A business plan helps you get finance, gives you control and direction and helps you set priorities.
Step 1: Define your vision
When you start a business, you have a clear goal to achieve this vision. After some time, the clarity of your vision may become blurry. Writing down your vision will help you define it for your staff to identify with your mission. Where are you now? Where do you want your business to be in the future?
Step 2: Set your goals
Make your goals and objectives realistic. Plan your short-term, mid-term, and long-term goals, including choosing your location; the number of customers you plan to reach and your customer demographics; your sales targets - revenue and profit margins; what you will outsource; your required staff numbers; and your growth strategy. Planning this strategy will help realise your dream and make your business thrive.
Step 3: Define your unique selling proposition
What makes you different from your competitors? Highlight the characteristics that make your business stand out from your competitors. Is there demand for your range of products or services? What can your business offer to increase demand?
Step 4: Research your market
Who are your competitors? What product range or services do they offer? Where are the gaps? Where is demand greater than supply and for which products or services? What are the current and future industry trends? How do you leverage these opportunities?
Conduct a SWOT analysis to explore the Strengths, Weaknesses, Opportunities and Threats faced by your business; Think of all possible scenarios. List the issues and conduct a Force Field Analysis for each. This will help you determine clear actions to implement in order to address them.
Step 5: Know your customer
Do your research and define your target audience. Customers are spoilt by choice, so find out their buying habits. What does your ideal customer want? Get their feedback. Who are you targeting by age, gender, behavioural patterns or location? Find your niche.
Step 6: Set your marketing goals
Consider the product range and stock quantities to output or warehouse. Create a product development strategy. What is the price you should set to achieve your desired revenue? How will you handle distribution and delivery? What tools will you use for promotion?
Step 7: Define your marketing strategy
Include your chosen social media channels and engagement. How and where will you advertise - search engine marketing, print, radio or other media? Will you attend industry, trade or networking events?
Step 8: Talk to your accountant
Do your sums - are your financial goals and propositions realistic? How can you improve cash flow? How can you achieve your goals? Good business planning is a three-stage process:
- You PLAN for the future.
- You TRACK your progress.
- And you LEARN from your experience.
One of the most important things to remember is that a business plan is a living document. Just as your business evolves over time, so too should your plans. Set reminders in your calendar to revisit your plan every 3, 6 or 12 months. It's important to revise your goals according to your current status as changes occur over time. Make planning part of your business. It doesn't have to be onerous and it doesn't have to be done in solitude. Make it fun, get creative, and include others in your process.

Create your one-page action plan
A one-page action plan is an overview of the current situation, where you want to be and what you need to do to get there. It's also a practical way to record the outcomes of the planning process.
A one-page action plan has the following elements:
- 'Now' analysis – Summarise your current situation and issues in 4 or 5 points.
- 'Where' analysis – What is your vision? What is your competitive advantage? What are your key objectives?
- Strategies – What are the 3 or 4 key strategies you need to work on over the next 12 months? You can draw these from the SWOT analysis in your business plan.
- Action plans – List about 3 or 4 of the most important actions to complete to help achieve your strategies. You can draw these from the analysis of your key issues and strategies in your business plan.
- Timing – State when you aim to achieve the result and who is responsible for each task. These should be in priority order and are critical for accountability.

Victorian budget 2023 hits big business and landlords to pay back COVID-19 debt
Big businesses, holiday-home owners and landlords will be asked to foot the bill for the Victorian government's COVID-19 debt, as part of a 10-year fiscal repair plan unveiled in the state budget.

Some jobs in the public service will also be slashed, with between 3,000 and 4,000 corporate and office staff set to go as part of a four-year $2.1 billion efficiency drive.
But jobs in other parts of the public sector, including frontline health worker roles, are expected to grow.
For weeks, the government had warned the budget would involve "challenging" decisions as it aimed to pull back debt amid rapidly rising interest rates.
On Tuesday, Treasurer Tim Pallas unveiled a "COVID Debt Levy", a two-part tax which the government expects will raise $8.6 billion over the next four years and will remain in place until 2033.
Firstly, businesses with a national payroll of more than $10 million will pay additional payroll tax of 0.5 per cent, or 1 per cent if their national payroll exceeds $100 million.
Mr Pallas said he expected the payroll increase would affect about 5 per cent of Victorian businesses.
Secondly, the threshold for Victoria's land tax — which does not apply to the family home — will be lowered from $300,000 to $50,000.
An annual charge of $500 will apply to affected properties between $50,000 and $100,000 as part of the 10-year levy.
A charge of $975 will apply for property landholdings worth between $100,000 and $300,000, while land tax rates for properties above $300,000 will rise by $975 plus 0.1 per cent of the land's value.
Mr Pallas, who estimated about 860,000 landowners would be affected, argued the COVID levy targeted businesses and property owners who had seen healthy recent profits.
"We think big business has the capacity to make a modest additional contribution that over the next 10 years to assist in repaying the COVID debt," Mr Pallas said.
But the opposition accused the government of delivering a painful budget that asked Victorians to pay for the government's financial mismanagement.
Net debt continues to grow
Despite the 10-year COVID debt repayment plan, net debt is still forecast to grow to an eye-watering $171.4 billion in four years' time — nearly a quarter of the state's economy.
That's partly because the budget provided billions of dollars in funding for major election commitments made by the government, including significant commitments across health.
Budget papers estimate Victoria's net debt will rise from $116.7 billion this year to $162.2 billion by 2025-26, a modest reduction on the pre-election budget update of $165.9 billion for that year.
The state's budget is expected to climb back to a $2.9 billion cash surplus this year, but a $1 billion operating surplus will not be reached until 2025-26.
When pressed on why net debt was still projected to remain high despite the imposition of a debt levy, Mr Pallas downplayed the importance of paying off debt taken on to fund state-building projects, compared to debt taken on during the pandemic.
Speaking to journalists in the budget lock-up, Mr Pallas said state-building debt could be likened to a mortgage, while borrowing during the COVID pandemic had become a credit card debt.
"A mortgage entered into for the right things, whether it's to grow your business or to get a roof over your house and to be able to look after your family, that serves a productive purpose in the future," he said.
"Credit card debt, given the level of interest that accumulates and the choices that you have to make in an emergency has been used, but you need to pay that off because credit card debt keeps accumulating."
The budget did outline a slowed rate of infrastructure spending, which is projected to be between $1-2 billion less each year than outlined in the pre-election budget update.
The government also outlined plans to use the Victorian Future Fund, which was established in last year's budget , to help pay down COVID-19 debt over time.
Credit rating agency S&P Global Ratings, which downgraded Victoria's credit rating from AAA to AA in 2020, said the budget's COVID debt repayment strategies were a positive sign but Victoria's fiscal outlook remained "weak" compared to other states.
"Higher payroll and land taxes, and savings should improve fiscal outcomes compared with the pre-budget trajectory," analyst Anthony Walker said.
"In saying this, the rising tax burden could influence investment decisions at the margin, potentially weighing on growth prospects slightly."
Credit rating agency Moody's said inflationary pressure, billions committed to election promises and capital spending on projects such as social housing and modernising the electricity grid would "elevate execution risk" for the state's budget repair.
"Despite the intrinsic strength of the Victorian and broader Australian economies relative to global peers, we do not expect Victoria's debt burden to stabilise before the end of fiscal 2028, maintaining negative pressure on the state's rating," senior credit officer John Manning said.
Some measures to ease pressure on small business
Small businesses have been offered some budget relief, with the payroll tax threshold rising from $700,000 to $900,000 from July next year, then rising to $1 million in 2025.
The government will also move to abolish stamp duty for commercial and industrial properties.
That transition, starting from mid-2024, will see business property owners able to pay an annual property tax over 10 years, rather than a lump sum upon purchase.
But foreign property investors will face increased fees, with the absentee owner surcharge rate rising from 2 per cent to 4 per cent.
The measure, which the government said would align Victoria's taxation of properties with New South Wales, is expected to bring in $283.3 million in 2023-24.
Real Estate Institute Victoria CEO Quentin Kilian said the budget's measures affecting his industry ranged from "good" to "horrible".
He branded the increased land taxes a "horror move" but said there could be "real benefits" to the reforms to stamp duty on commercial property sales.
High-fee private schools hit with payroll tax
Victoria's wealthiest private schools have also been asked to contribute to budget repair, as the government announced it will remove the payroll tax exemption for the top 15 per cent of non-government schools by fee level.
Budget papers estimated about 110 schools would be affected, in a measure expected to bring in $134.8 million when it takes effect in 2024-25.
Independent Schools Victoria chief executive Michelle Green said the news had come as a shock to the sector and would be "greeted with dismay" by parents who sent their children to private schools.
"It was made without consultation and is based on an arbitrary definition of a 'high-fee' school," she said.
"It is likely to have a damaging impact on the operations of many Independent schools, with the potential to disrupt the education of their students."
The government has also revealed the state's native timber industry will close at the end of this year, offering $200 million to help workers in that industry transition to other jobs .
The budget papers confirmed several measures flagged over the past few weeks, including rises to business premiums for WorkCover.
Opposition says budget inflicts 'pain' on all Victorians
Opposition Leader John Pesutto slammed the Andrews government for raising taxes, saying Victorians were paying the price for Labor's "incompetence".
"This is a budget that is mean. It is nasty," Mr Pesutto said.
"It visits pain on every Victorian."
Shadow Treasurer Brad Rowswell said only Labor could introduce new taxes and job cuts, but deliver a greater net debt.
"There is a reason why today's budget is printed in red, because it's not good news for every Victorian," Mr Rowswell said.
Mr Rowswell also said the hikes to land tax would exacerbate the state's housing affordability crisis.
"This is a tax on renters. This is going to make it harder for people who can least afford it to enter the rental market," he said.
"Measures introduced today are going to make it much more difficult for young people, for vulnerable people who are simply asking for a roof over their head."
Millions for flood recovery
The budget includes an extra $677 million for ongoing flood recovery, on top of $1.8 billion promised last year.
That includes $45.9 million for immediate response costs incurred by emergency services organisations, $7.1 million to support councils to undertake impact assessments and more than $23 million to repair VicSES Emergency Hubs at Rochester and Heathcote in Central Victoria.
The state government has also earmarked $234 million of additional flood recovery funding for programs that are planned to be partly funded by the Commonwealth, but are yet to be agreed upon.
Details about Commonwealth Games project funding were missing from the state budget, but a government spokesperson said the state's $2.6 billion commitment outlined in last year's budget remained.
The budget also included $601 million to build 23 VLocity trains, and $219 million for additional V-Line services, including extra weekend services on major regional train lines.

Big business and property investors are set to be slugged with new taxes and the public sector slashed in an effort to repay $31.5bn worth of emergency funds borrowed by the Victorian government at the height of the pandemic.
The treasurer, Tim Pallas, on Tuesday handed down his ninth and “most difficult” budget, which details a “Covid debt repayment plan” to bring the state’s borrowings – set to total $171.4bn by 2026/27 – under control.
He also announced an end to payroll tax exemptions for about 110 “high-fee” private schools, which is expected to deliver an additional $422.2m in government revenue.
“We’re ensuring that while our kids will of course have memories of the trauma that was the Covid years, they won’t necessarily be paying for that trauma for the rest of their lives,” Pallas told reporters.

However, the budget delivers on Labor’s key election commitments on health and education and brings forward the end date to native timber logging in the state.
From July, businesses that pay more than $10m in wages nationally – or 5% of the state’s employers – will pay a “Covid debt levy” via a payroll tax surcharge of 0.5% for their Victorian employees. Businesses with national payrolls above $100m pay a 1% surcharge.
From January 2024, property investors will face additional land tax charges, with landholdings worth over $300,000 to pay a $975 fee plus 0.1% of the total land value. A fee of $500 will apply for landholdings worth $50,000-$100,000; and $975 for land worth between $100,000 and $300,000.
Family homes will be exempt from the changes, which Pallas said will affect 860,000 landowners who will pay an average of $1,300 in additional taxes annually.
Pallas said the “Covid debt” levies were “temporary, targeted and responsible” and structured to target “those with an ability to pay”. He said big business profits were up 24% over the past three years, and landlords have seen land values increase by 84% in the past decade. Rents also rose by 25% over five years.
The two measures, which will be in place for a decade, are expected to raise $8.6bn over the next four years.
In an effort to soften the blow for business, stamp duty will be abolished for commercial and industrial properties in favour of an annual property tax, and business insurance duties will be phased out over the next decade.
Payroll tax exemptions will be removed for about 110 high-fee private schools, which will raise $134.8m in 2024/25, increasing to $147.1m in 2026/27. The government will also double the levy paid by overseas property investors to 4%, and lift betting taxes from 10% to 15% of wagering revenue, in line with New South Wales.
The government has also identified $2.1bn in savings over four years, including reducing the public service by 3,000-4,000 workers – described as a return to “pre-pandemic levels” – and scaling back the use of labour hire and consultancy firms.
Pallas maintains the cuts to the public sector will not impact frontline workers such as nurses, teachers and emergency service personnel.
Public sector wages – one of the government’s biggest costs – is expected to account for almost $35.3bn of expenditure in 2023/24. This has grown by almost $2bn since the pre-election budget update in November, accounting for the doubling of the public sector wage cap to 3%.
The budget forecasts a deficit of $4bn this financial year – an increase of $400m since November. The deficit is then projected to shrink to $1.1bn in 2024/25, before building to surpluses of $1bn in 2025/26 and $1.2bn in 2026/27.

Net debt is expected to reach $116.7bn in June this year and is expected to keep growing across the forward estimates, reaching $135.4bn next financial year and an eye-watering $171.4bn in 2026/27 – 24.4% of the state’s economy.
Interest payments on state debt is forecast to total $5.6bn in this financial year – or $15m a day – up from the $5.17bn forecast six months ago. It will then grow to almost $8bn in 2026/27.
The government has managed to keep a lid on blowouts of its major projects – with a $565m increase in costs (or 0.3%) – but project completion timeframes have extended by 21%.
The budget rests on several key assumptions, including that inflation peaked at 7% in the 2022/23 financial year and will drop to 4.25% this year, before falling to 2.75% in 2024/25 and 2.5% in 205/56.
It also assumes population growth of 3.5% in 2023/24, while unemployment grows to 4.25%.
Pallas titled the budget “Doing What Matters” – the same slogan Labor used during its November election campaign – and he said it “funds every commitment made”. This includes $4.9bn for health and hospital upgrades, $2.1bn for new and upgraded schools and an initial $1bn to establish the State Electricity Commission.
The budget also announced the bringing forwards of the end date of Victoria’s native timber industry from 2030 to 1 January 2024, with a $200m package to help transition workers.
Aboriginal-led children and family services have also been allocated $140m.
Alongside the budget, the government will introduce legislation to parliament to ensure its “future fund” – which now totals $8bn – is only drawn down to pay off debt. It was established using funds from the part-privatisation of VicRoads last year.
The opposition leader, John Pesutto, on Tuesday said: “This budget shows that under Labor, Victoria is broke, life is getting harder and Victorians are being punished for the government’s incompetence”.

Planday has arrived in Australia. Is it right for your business?

1. Streamline time tracking, rostering and communications
For those using spreadsheets and manual rosters, Planday completely digitises the process, moving all the time tracking, rostering and communications into the cloud. The staff planning tool helps employers by simplifying the arduous processes involved in time tracking and changing shifts.

Planday on its own is a great tool for small businesses. But when combined with accounting and payroll software, it becomes a powerful solution. Planday integrates with Xero Payroll , offering a real-time picture of most labour costs versus key operating metrics, such as revenue.

3. Navigate Australian Modern Awards
Navigating over 100 Modern Awards in Australia is overwhelming to many small business owners and their advisors. Awards outline the minimum pay rate and conditions which are different across industries and occupations. For small business owners, it’s critical that employees are paid correctly, or they can face penalties.

At this time, Planday’s award interpretation feature is available for businesses using the Retail and Clerks Awards. Planday will continue to release more awards into the future, such as Hospitality and Healthcare, to help you pay staff in line with the Australian Modern Awards rules.
If your Award isn’t available just yet, depending on your needs, you can still use Planday as a rostering, time tracking and employee communications tool. Set up pay rates manually in Planday and when you’re connected to Xero Payroll, they will automatically sync when processing pay runs.
4. Forecast with advanced analytics
You’ll also have access to advanced analytics that provide forecasts on daily revenue versus most labour costs. For advisors with admin access, these analytics can help you provide guidance to clients on adjusting staffing levels and how to manage operations.
Planday will continue to expand its functionality in Australia. The Planday Plus package, which allows you to connect with Xero Payroll, is AU$7.25 (ex GST) per user, per month (minimum five users). Planday is currently billed separately to Xero Payroll.

Audio conferencing.
Sometimes people in your organization will need to use a phone to call in to a meeting. Teams includes the Audio Conferencing feature for just this situation! People can call in to meetings using a phone instead of using the Teams apps on a mobile device or PC. When you've decided that you want Audio Conferencing for your organization, buy one Audio Conferencing license for each person in your organization who is going to schedule/host an audio meeting.
With Audio Conferencing, there are toll and toll free phone numbers that can be used by your users to dial in to meetings. Toll numbers from the following countries or regions are automatically assigned as shared audio conferencing numbers to organizations when they're enabled for Audio Conferencing. Dedicated toll and toll free numbers can be assigned to your organization from additional cities.
There isn't a resource that contains a listing of all of the dial-in numbers for Audio Conferencing. To find out if there are dial-in phone numbers available in your area or country/region, go to Teams admin center > Voice > Phone Numbers , click Add , and then click New Service Numbers . Use the lists for Country/Region , State/Region , and City to filter your search. If you are looking for toll free service numbers, select toll free from the State/Region list.

Pricing for Audio Conferencing
Using the Call Me feature or when adding other people to a meeting so they can join it
In Audio Conferencing, the " Call Me " feature is used to let other people join a dial-in meeting. Use the drop-down list in this article to search for the country/region and see if this feature is available.
Dialing out to toll free or free phone numbers may not be possible, because some toll free numbers only function from within a certain country or area within a country. For example, if you dial out from the United States to a toll free number in Brazil, the call may not be successful because the call didn't originate from within Brazil or from a specific region within Brazil. The ability to dial out to toll free numbers varies widely depending on the restrictions of the toll free number dialed. Unfortunately, we can't control this behavior, and as a result, your experience may vary depending on the toll free number dialed and the restrictions of the toll free number.
Dialing out from a meeting to another country/region in the world that isn't listed below is available using Communication Credits . For those users, you'll need to Set up Communications Credits for your organization .
Phone System
With Phone System, you create auto attendants and call queues (with a toll or toll free number) to answer incoming calls for your organization. When you add a Calling Plan for users, they can use Teams to take care of basic call-control tasks, such as placing and receiving calls, transferring calls, and muting and unmuting calls. Phone System users click a name in their address book, and Teams will place a call to that person. To place and receive calls, Phone System users use their mobile devices, a headset with a laptop or PC, or one of many IP phones that work with Teams.
The availability of toll phone numbers from some of these locations might vary at any given time depending on inventory levels. In addition to getting phone numbers for individual users, it's also possible to search and acquire toll or toll free phone numbers for services such as Audio Conferencing (for conference bridges), auto attendants and call queues. These are called service numbers. See Getting service phone numbers to get phone numbers. But for your users, after you assign a Calling Plan to them, you can assign a user phone number so they can make and receive phone calls. To find those phone numbers, go to Getting phone numbers for your users . You can also see Assign, change, or remove a phone number for a user .

Microsoft Teams Calling Plans
Along with Phone System, Calling Plans let users make and receive phone calls. You first get a user (subscriber) phone number (not a service number) to assign to the user, and then assign a Calling Plan. There are three types of Calling Plans available: Domestic , International , and Pay-As-You-Go . See Calling Plans for Microsoft Teams for more details.

The country/region is based on the location of the user's license in the Microsoft 365 admin center > Active Users and not the billing address listed under the Organization Profile in the Microsoft 365 admin center .
Toll and toll free phone numbers for services
In addition to getting phone numbers for individual users, it's also possible to search and acquire toll or toll free phone numbers for services such as Audio Conferencing (for conference bridges), auto attendants, and call queues. These are called service numbers.
The following is a list of capitals and major cities from where you can get toll service numbers to use with Audio Conferencing and Calling Plans. You get toll service numbers from these locations using the Teams admin center .
If you want to get a toll or toll free service number, you can see Getting service phone numbers . If you already have a toll or toll free service number that you want to transfer from a different provider, see Manage phone numbers for your organization .
Communications Credits
We recommend that you set up Communications Credits for your Audio Conferencing and Calling Plans users that need the ability to dial out to any destination . Many countries/regions are included, but some destinations might not be included in your Calling Plan or Audio Conferencing subscriptions.
If you don't set up Communications Credits and assign a license to users, and you run out of minutes for your organization (depending on your Calling Plan or Audio Conferencing plan or your country/region), they won't be able to make calls or dial out from meetings.
